For the balloting of DHA City commercial and residential plots, the categories of applicants are defined, each category has eligibility criteria and applicants matching the eligibility will be included for balloting of plots. The details can be found in the following table.

1	B	Retired Army Officers	Without terminal benefits
		Retired Army Officers	With terminal benefits
		Retired Navy Officers	Without benefits
		Retired Navy Officers	With benefits
2	C	AFNS / Mujahid	Serving / Retd AFNS and Mujahid Officers having completed 20 years of service (on 31 May 2009 for serving officers) and not allotted DHA plot earlier
3	H	Def Est	Serving Civilian Gazetted Officers paid out of Defence Estimates with 15 years of service on 31 May 2009 having no benefit in any DHA
4	F	Senior Citizen	All senior Pakistani citizens of 65 years (as on 28 Aug 2009) and above
5	G	Disabled / Handicapped	All disabled / handicapped Pakistani citizens including Armed Forces. Disability / Handicapped certificate signed by National Council of Rehabilitation of Disabled Persons or District HQ Hospitals or nearest CMH to prove their disability
6	I	Civilian Govt Officers	All serving Federal and Provincial Govt / Semi Govt Officers of Grade 17 and above are eligible to apply on this quota subject to the Certification from the Head of the Department
7	J	Civilian including Overseas Pakistanis	All Citizens of Pakistan including Overseas Pakistanis more than 18 years on the last date of submission of application i.e 28 Aug 2009 and 10 Sep 2009 for inland and overseas Pakistanis respectively
