Open Plot Certificate
Definition
- This document indicates the physical status of the property, whether it is open or constructed.
Purpose
- This document relates to the Finance Directorate for updating records.
- Assist Finance Directorate and Cantonment Board Clifton/Military Estate Officer for updating status of the property i.e. (Constructed or Open) levying of charges/ tax respectively.
- Document is also required by Building plan Section for new building plan approval.
Documents Required / Check List
- Simple application with contact number of owner.
- Photocopy of CNIC.
- Photocopy of Allotment / Transfer Order /Mutation Letter
- Photocopy of Lease ‘A’ / B’ or ‘C’
- Dues Clearance from Finance directorate, DHA
- Open plot Certificate from CBC
Permission for Installation / Placement of Generator
Definition
Generator set is a backup source of alternate electric supply in case of power failure. For placing of generator set over roof top, obtaining permission from DHA mandatory. This is to ensure safety of the roof.
Documents Required / Check List
- Application with contact no of owner/applicant
- Copy of CNIC.
- Copy of DHA membership card.
- Refurbishment Charges Paid Receipt
- CBC Tax Paid Receipt
- Structural stability certificate from qualified Structural Engineer registered with CBC certifying that building can take additional load of generator set.
- Photocopy of 3 x approved completion plan duly marked with location of generator set on roof top and signed by qualified structural engineer registered with CBC.
- NOC from all residents of the building is required if the building is owned by more than one individual.
- Undertaking on Stamp Paper:
- No extra construction will be carried out on roof top
- Platform for installation of generator set on roof top will be provided as marked on drawing
- Generator set will only be used in emergency
- Diesel will be filled through pumps & not carried from stairs.
- Sound proof & anti vibrating generator set will be installed.
- Copy of DHA membership card
Procedure
- Application is received at Central Control Cell/Main Reception Counter.
- Case is then forwarded to TP&BC Building Control section.
- File is demanded for scrutiny and site visit is carried out.
- Site report is linked with application and placed in plot file for scrutiny.
In Case of No Violation Observed
- Case is processed on min sheet and permission is accorded after approval from Additional Director Building Control.
In case of Violations Observed
- Notices are issued for removal/regularization of violation.
- If the violation is removed or regularized against penalty, the case is processed on min sheet and procedure as mentioned above is followed.
- In case of non-removal of violations, notices are continued and case is processed on min sheet for forced removal of violations as per procedure in vogue.
Permission for Boring
Definition
This involves drilling in ground to unearth underground water. DHA allows residents to obtain permission for boring of maximum 1′ diameter in only residential bungalows.
Documents Required / Check List
- Application with contact no of owner/applicant.
- Copy of CNIC.
- Refurbishment charges paid receipt.
- CBC tax paid receipt.
- Proof of ownership/conveyance deed.
- 3x Completion plans duly marked.
- Copy of DHA membership card.
Procedure
- Application is received at Central Control Cell/Main Reception Counter.
- Case is then forwarded to TP&BC Building Control section.
- File is demanded for scrutiny and site visit is carried out.
- Site report is linked with application and placed in plot file for scrutiny.
In Case of No Violation Observed
Case is processed on min sheet and permission is accorded after approval from Additional Director Building Control.

Permission for Repair / Renovation
Definition
Repair/Renovation work includes beautification of a premises without any change in existing layout. This includes paint, whitewash, tile work, woodwork, plumbing, electric work and replacement of gate/doors on same location.

- Application with contact no of owner/applicant.
- Copy of CNIC.
- Refurbishment charges paid receipt.
- CBC tax paid receipt.
- Proof of ownership/conveyance deed.
- Copy of DHA membership card.
Procedure
- Application is received at Central Control Cell/Main Reception Counter.
- Case is then forwarded to TP&BC Building Control section.
- File is demanded for scrutiny and site visit is carried out.
- Site report is linked with application and placed in plot file for scrutiny.
In Case of No Violation Observed
- Permission is issued.
In case of Violations Observed
- Notices are issued for removal/regularization of violation.
- If the violation is removed or regularized permission is issued.
- In case of non-removal of violations, notices are continued and case is processed on min sheet for forced removal of violations.
Notes
- No Military Estate Officer (MEO) and Cantonment Board Clifton (CBC) documentation required.
- In case of any violation(s) observed and not removed by the owner, will be referred to CBC for demolition.
Permission for Addition / Alteration
Definition
Addition/alteration work involves changes in covered area within 40% of approved covered area as per the parameter of Building Control & Town Planning Regulations 2020. However on permission for addition/alteration owner can also carry out repair/renovation work.
Documents Required / Check List
- Application with contact number of owner. (Only owner can apply)
- Photocopy of CNIC.
- Refurbishment Charges Paid Receipt of DHA Finance.
- CBC Tax Paid Receipt.
- Proof of ownership/conveyance deed.
- 3x Completion Plans duly marked and endorsed from CBC approved architect.
- Valid copy of DHA membership card.
Procedure
- Application is received at Central Control Cell/Main Reception Counter.
- Case is then forwarded to TP&BC Building Control section.
- File is demanded for scrutiny and site visit is carried out.
- Site report is linked with application and placed in plot file for scrutiny.
In Case of No Violation Observed
- Case is processed in min sheet. If proposed alteration is less than 10% of the approved covered area, permission is accorded after approval from Additional Director Building Control.
- If proposed alteration exceeds 10% of the approved covered area (upto 40%), then addition/alteration charges letter is issued after approval from Additional Director Building Control. After submission of the charges paid receipt, permission is accorded.
In case of Violations Observed
- Notices are issued for removal/regularization of violation.
- If the violation is removed or regularized against penalty, the case is processed on min sheet and procedure as mentioned above is followed.
Extension in Construction Time
Building construction period is two years from date of sanction from CBC (in provisional approval from DHA). In case construction is not completed within the stipulated time of two years, owner can apply for extension in construction time. Following two policies are enforce: –
- If owner applies for extension before expiration of date of sanction, DHA forward the request to CBC. An extension of 1+1 years (2 years total) is granted by CBC (DHA in case of provisional approval).
- If owner fails to apply for extension before expiration (but within 1 year) from date of sanction (CBC Approval or DHA Provisional Approval), DHA grants extension for a maximum of 1 year with charges calculated on per month basis including any unauthorized period.
Permission For Solar Panel Installation
Definition
This involves installation of solar plates for the purpose of generation of solar energy.
Documents Required / Check List
- Application form duly filled.
- Solar panels stability certificate from any licensed structural engineer registered with Pakistan Engineering Council.
- 3x Completion drawings duly marked and endorsed from structural engineer.
- Title document of owner (Sale Deed/Conveyance Deed/Gift Deed).
Procedure
- Application is received at Central Control Cell/Main Reception Counter.
- Case is then forwarded to TP&BC Building Control section.
- File is demanded for scrutiny and site visit is carried out.
- Site report is linked with application and placed in plot file for scrutiny.
In Case of No Violation Observed
- Case is processed on min sheet and permission is accorded after approval from Additional Director Building Control.
In case of Violations Observed
- Case in processed on min sheet and permission letter along with notice are issued after approval from Director TP&BC.
- If the violation is removed or regularized against penalty the case is closed and plot file is returned to T&R Dte.
Permission for Deviation
Definition
If owner wants to deviate from the approved building plan during the construction of the building then he must have to take deviations approval else he is penalized. Below is the flow chart for the deviations approval procedure.
Procedure
- Application is submitted at CCC along with the required documents
- Application is forwarded to TP&BC
- TP&BC conducts the site survey as well as do scrutiny of the case
- No objections are found during site survey
- Minute sheet is initiated
- Forwarded to Additional Director (BP) for approval
- residential property simply permission is issued.
- commercial properties penalty is issued after approval from AD (BP). Permission is issued after payment of penalty.
- Case is closed
Permission for Soil Dumping
Definition
Owner wants to soil dumping permission for excavation on plot and construction material after obtaining demarcation letter. Below is the flow chart for the permission approval procedure.
Procedure
- Application is submitted at CCC along with the required documents
- Application is forwarded to TP&BC
- TP&BC scrutiny of the case
- Forwarded to Additional Director (BP) for approval
- Permission is issued
- Case is closed

Permission for Installation of Lift / Elevator
Definition
Lift/Elevators are installed for convenience in ascending or descending without escalating or deescalating stairs.
Documents Required / Ceck List
- Application with contact no of owner.
- Copy of CNIC.
- Refurbishment charges paid receipt.
- CBC Tax Paid Receipt.
- Proof of ownership.
- 3 x Completion Plans duly marked.
- Structural stability certificate from qualified structural engineer registered with CBC certifying that building can take additional load of lift/elevator.
- Copy of DHA membership card.
Procedure
- Application is received at Central Control Cell/Main Reception Counter.
- Case is then forwarded to TP&BC Building Control section.
- File is demanded for scrutiny and site visit is carried out.
- Site report is linked with application and placed in plot file for scrutiny.
In Case of No Violation Observed
Case is processed in min sheet and permission is accorded after approval from ADBC.
In Case of Violation Observed
- Notices are issued for removal/regularization of violation.
- If the violation is removed or regularized against penalty, the case is processed on min sheet and procedure as mentioned above is followed.
- In case of non-removal of violations, notices are continued and case is processed on min sheet for forced removal of violations as per procedure in vogue.
