Amalgamation of Plots
Definition
Merging of two or more than two plots into one plot is called amalgamation of plots.
Introduction
When an owner desires to merge his/her non leased plots into one plot he/she can apply for amalgamation of plots in DHA as per prescribed instruction slip. However, DHA does not have any hold on ‘B’ or ‘C’ leased (constructed properties). For amalgamation of leased plots/properties owners are required to get amalgamation letter from Military Estate Office (MEO) Karachi prior to apply for amalgamation in Defence Housing Authority (DHA). Details of types are as under:-
Plots
Open plots are non-leased, hence amalgamation of plot is dealt by Defence Housing Authority (DHA). Transfer & Record Directorate, of DHA receives document for amalgamation of open plots and forwards to Town Planning and Building Control Directorate, DHA for scrutiny prior to their approval. After approval, Transfer and Record Directorate, DHA prepares and issues the Amalgamation letter of plots.
Constructed Properties (MEO Land)
Constructed properties are ‘B’ or ‘C’ leased, hence dealt by Military Estate Office (MEO). Amalgamation letter for leased constructed properties are issued by Military Estate Office (MEO) Karachi. After amalgamation of ‘B/C’ leased properties/plots by Military Estate Office (MEO), owners are required to apply for amalgamation in Defence Housing Authority (DHA) on the basis of Military Estate Office (MEO) Amalgamation letter.
Constructed Properties (KMC Land):
Constructed ‘B’ or ‘C’ leased properties falls in KMC-Land remains with Defence Housing Authority (DHA) Karachi. Hence, for amalgamation of leased properties (KMC Land) owners are required to apply for the same in Defence Housing Authority as per instruction slip for Amalgamation of non-leased/open plots

Amalgamation of Leased Plots – Stage Wise
- Merging/combining of two or more than two plots into one plot is called amalgamation of plots. When an owner desires to merge his/her non-leased plots into one plot (as per Building Control & Town Planning Regulations 2020) he/she can apply for amalgamation of plots in Defence Housing Authority (DHA) as per prescribed instruction slip. However, Defence Housing Authority (DHA) does not have any hold on ‘B or ‘C’ leased properties. Military Estate Office (MEO) Karachi is the competent authority for amalgamation of leased properties/plots. Hence, prior to apply for amalgamation of leased properties/plots, owners are required to get amalgamation letter from Military Estate Office (MEO) Karachi.
- In case leased plots/properties fall in KMC-Land area, the authority for amalgamation of properties remains with Defence Housing Authority (DHA). Hence, owners are required to apply for amalgamation of the same in Defence Housing Authority (DHA) directly
Stage – I
- Owner applies for amalgamation of leased plots/properties in Military Estate Office (MEO) Karachi as per prescribed instruction slip of MEO Karachi.
- Military Estate Office (MEO) collects property documents. Owner pays amalgamation fee and ground rent. After necessary scrutiny Military Estate Office (MEO) Karachi forwards the case to Clifton Cantonment Board (CBC) for their scrutiny/approval.
- After scrutiny of the case, Clifton Cantonment Board collects Transfer of immovable (TIP Tax) from the owner. Same case is forwarded to Town Planning & Building Control Directorate of Defence Housing Authority (DHA) for necessary scrutiny and approval.
Stage – II
- After scrutinizing the case, Town Planning & Building Control Directorate of Defence Housing Authority (DHA) returns the case to Cantonment Board Clifton (CBC).
- Cantonment Board Clifton (CBC) checks and verifies the case and returns the same to Military Estate Office, Karachi.
- After approvals from Defence Housing Authority (DHA) and Cantonment Board Clifton (CBC). Military Estate Office (MEO) Karachi issues their amalgamation letter of leased plots/properties.
Stage – III
- Finally, Defence Housing Authority (DHA) collects amalgamation documents alongwith Military Estate Office (MEO) amalgamation letter as per instruction slip.
- Owner pays amalgamation fee and clear the dues. Transfer and Record Directorate of Defence Housing Authority (DHA) issues Amalgamation letter of leased property to owner.
Amalgamation of Non Leased Open Plots
Amalgamation of non-leased open plots are dealt by DHA Karachi itself.
Stage – I
- Submission of documents at mutation (inner) counter
- Initial scrutiny of documents & verification of observation by Deputy Director (Transfer) (in case of observation return to applicant)
Stage – II
- Forwards the case to mutation section. The same is forwarded to TP&BC for approval prior to check & accept at T&R Dte.
- TP&BC Dte returns the case after approval & necessary endorsement
- Case is return to owner after Check & Accept for payment of fee
Stage – III
- Deposit of documents at outer counter alongwith statement of accounts and photocopy of payment receipt
- Issue of receipt by outer counter indicating tentative collection date
DHA Internal Process
Stage – IV
- Submission of case to mutation section for processing
- Case is put up to Superintendent, Deputy Director (Transfer) for checking and Additional Director (T&R) for approval
Stage – V
- Submission of file to TP&BC Dte for survey
- Return of case to Director (T&R) for final sign/approval in case no observation and issuance of observation letter to owner by TP&BC Dte in case of observation/violations
Stage – VI
- After approval of Director (T&R) the data of owner is updated in the system/software
Stage – VII
- Amalgamation letter are handed over or despatched to owner
Amalgamation of Leased Plots/Properties
Amalgamation of leased plots/properties are dealt by MEO Karachi after approval of Cantonment Board of Clifton (CBC) and DHA Karachi.
Stage – I
- Case is received in TP&BC Dte from Military Estate Office (MEO) through Clifton Cantonment Board (CBC) for No Objection Certificate (NOC)
- After approval from Military Estate Office (MEO), Clifton Cantonment Board (CBC) & TP&BC Dte, submission of case by the owner at T&R Dte for amalgamation letter as per Instruction Slip
Stage – II
- Verification of observation by Deputy Director (Transfer) & return the case to owner for Amalgamation fee and dues of each plot
- After Payment affixing clear stamp on mutation documents
Stage – III
- Deposit of documents at outer counter alongwith statement of accounts and photocopy of payment receipt
- Issue of receipt by outer counter indicating tentative collection date
