Mutation of Leased Properties
Definition
Mutation is referred to the entire process in which the title of ownership of a leased property is transferred to another person. The registration/updation of record for leased properties in CBC, MEO and DHA by the owner(s) in their names which are already transferred in Sub-Registrar-I, Clifton Town office on the basis of Sub-Lease, Sale/Conveyance/Gift deeds etc is called mutation of property.
Introduction
DHA does not have any transfer hold on leased (constructed properties). Transfers of leased properties are dealt with Sub-Registrar-I, Clifton Town office. However, owners are required to mutate their leased properties in CBC, MEO and ultimately in DHA for updation of basic record. Completely mutated properties worth is significantly much higher than non-mutated properties in DHA Karachi.

Mutation of Property – Stage Wise
Mutation is processed when a property is ‘B’ or ‘C’ leased. After lease, property remains under the control of Military Estate Office Karachi and its transfer process is done by Sub-Registrar-I, Clifton Town, Karachi. Same is required to be mutated in Cantonment Board Clifton (CBC), Military Estate Office (MEO) and finally in Defence Housing Authority (DHA) Karachi.
Stage – I
- After getting ownership rights through Sale/Conveyance deed etc or Sub-Lease of leased property from Sub-Registrar-I, Clifton Town office, owner applies for mutation in Cantonment Board Clifton (CBC).
- Cantonment Board Clifton (CBC) collects property documents as per instruction slip and after verification advises owner to approach Military Estate Office (MEO) Karachi.
Stage – II
- Owner applies for mutation in Military Estate Office (MEO) Karachi on the basis of registered documents i.e Sale/Conveyance/ deeds etc for complete units (Bungalow/Building) and Sub-Lease in case of sub-units (Shops/Flats etc).
- Military Estate Office (MEO) collects property documents as per their instruction slip. Owner pays mutation fee and ground rent. After verification and necessary endorsement in General Land Register (GLR), mutation letter in the name owner to is issued by Military Estate Office (MEO) Karachi.
Stage – III
- Military Estate Office (MEO) issues mutation letter to the owner under intimation to Chief Executive Officer of CBC and Secretary of DHA Karachi.
- The other original copies of the same are forwarded to Cantonment Board Clifton and Defence Housing Authority (DHA), simultaneously.
Stage – IV
- After mutation in Military Estate Office (MEO), Cantonment Board Clifton (CBC) issues their mutation letter (Change of ownership letter). Alongwith mutation letter owner is also required.
No Demand Certificate (NDC) of CBC prior to apply for mutation in DHA. - To get No Demand Certificate (NDC) from CBC owner shall pay municipal charges i.e Water, Sewerage, Road charges and Conservancy Tax, etc) to Cantonment Board Clifton (CBC).
Stage – V
- Lastly, owner applies for mutation in Defence Housing Authority (DHA) on the basis of registered documents i.e Sale/Conveyance deeds and Sub-Lease etc, Military Estate Office (MEO) mutation letter and No Demand Certificate (NDC) of CBC.
- Prior to get mutation in DHA, owner obtains DHA membership and case is deposited in DHA, Transfer and Record Directorate as per instruction slip(s).
Mutation of Leased Residential / Commercial Properties
Mutation of plot is done when a property is B/C leased. After leased the properties are under control of MEO Karachi and its transfer process is done by Sub-Registrar-I, Clifton Town, Karachi. DHA only updates record of property transfer which is
known as mutation of property. Mutations of complete properties are processed through software.
Step – I
- Submission of documents as per instruction slips at mutation (inner) counter
- Initial scrutiny of File/documents (in case of observation document return to applicant)
- Verification of observation by Deputy Director (Transfer) & return of documents to applicant/representative for depositing mutation fee and dues
- After payment affixing clear stamp on mutation documents
Step – II
- Deposit of documents at Outer counter alongwith statement of accounts and photocopy of payment receipt
- Issue of receipt by outer counter indicating tentative collection date
DHA Internal Process
Step – III
- Submission of mutation case to mutation section for processing
- Case is put up to Superintendent, Deputy Director (Transfer) for checking and Additioanal Director for approval
Step – IV
- Submission of file to Town planning & Building control Directorate (TP&BC Dte) for survey
- Return of case to Director Transfer and Record Directorate (T&R) for final sign/approval in case no observation and issuance of observation letter to owner by Town planning & Building Control Directorate (TP&BC Dte) in case of observation/violations
Step – V
- After approval of Director Transfer and Record (T&R) the data of owner is updated in the system/software
Step – VI
- Mutation letter is handed over or despatched to owner
Mutation in the Name of Legal Heirs (MEO Land)
Mutation of plot is done when a property is B/C leased. In case of death of owner of leased property, MEO Karachi is the authority to mutate the property first on the basis of Letter of Administration or Court orders. DHA only updates record of property on the basis of MEO mutation letter in the name of legal heirs which is known as mutation legal heirs of property. Mutation legal heirs of properties are processed manually.
Step – I

- Verification of signatures by Deputy Director (Transfer) & return of documents to applicant/representative for depositing mutation legal heirs fee and dues
